According to the official NS terms and conditions, a folded bike may be taken on the train for free at any time of day — including rush hour. However, conditions apply: the bike must remain compactly folded for the entire journey (maximum 45 x 86 x 80 cm, width x length x height) and must not obstruct the flow of passengers. The same rules as for hand luggage apply on buses and trams. You can find more details at the Cyclists' Union (Fietsersbond).
